The Empire of Cavlan is a sovereign constitutional state established in 2018, dedicated to preserving the ideals of sacred monarchy, civic virtue, and moral order in a modern age. More than just a symbolic or personal project, Cavlan represents an enduring vision of how faith, structure, and community can coexist within a lawful and ceremonial framework.
Founded by His Imperial Majesty Conrad I, the Empire reflects both deeply personal conviction and a mature understanding of governance, law, and national identity. Renewed under the Imperial Constitution of 2025, Cavlan stands today as a state founded upon law, sustained by virtue, and animated by the collective will of its people.
What is Cavlan?
Cavlan is a sovereign, unitary, and constitutional monarchy grounded in symbolism, ceremonial governance, and spiritual purpose. It does not claim legal independence from its macronational surroundings but embodies a unique model of sovereignty—one rooted in tradition, moral philosophy, and cultural storytelling.
The Empire conducts itself with formality and intent, operating under the Imperial Constitution, which establishes the balance between the Emperor, the Parliament, and the People. It maintains a codified legal system, ceremonial ministries, and permanent institutions such as the Imperial Elections Commission, the High Court of Cavlan, and the Order of Saint John Paul II.
Our Story
The story of Cavlan begins years before its formal founding. It evolved through earlier states like the Kingdom of Abrus and the Republic of Abrus; each a stepping stone in the development of the mature imperial vision that would become Cavlan. Over time, these projects gave way to something more enduring: state guided by law, conscience, and the unity of Crown and People.
Since its founding on July 8, 2018, Cavlan has weathered internal transformations, external challenges, and global crises such as the COVID-19 pandemic. Each trial has shaped the Empire into a principled and intentional polity: a sovereign identity with depth, values, and continuity.
