Determinatio Vocat Nos
About the Holy Empire of Cavlan
The Holy Empire of Cavlan is a micronation established in 2018, dedicated to preserving the ideals of sacred monarchy, civic virtue, and Roman Catholic tradition in a modern age. More than just a personal project or a symbolic state, Cavlan is an enduring vision of how faith, structure, and community can coexist within a ceremonial framework. Founded by His Imperial Majesty Conrad I—the Empire reflects both deeply personal convictions and a sophisticated understanding of governance, law, and national identity.
What is Cavlan?
Cavlan is a sovereign project grounded in symbolism, ceremonial governance, and spiritual purpose. It does not claim legal independence from its macronational surroundings, but it does express a unique model of sovereignty: one rooted in tradition, personal faith, and cultural storytelling. Though small in population and geographic scope, the Empire conducts itself with formality and philosophical intent. It operates a codified legal system, ceremonial ministries, and institutions such as the Imperial Elections Commission and the Order of Saint John Paul.
Our Story
The story of Cavlan begins years before its formal founding. It evolved through earlier states like the Kingdom of Abrus and the Republic of Abrus—each a stepping stone in the development of the mature imperial vision that would become Cavlan. Over time, these projects gave way to something more enduring: a state grounded in divine right, the dignity of the individual, and a reverence for civic structure.
Since its founding on July 8, 2018, Cavlan has weathered internal transformations, external challenges, and global crises such as the COVID-19 pandemic. Each trial has shaped the Empire into a principled and intentional polity—a sovereign identity with depth, values, and continuity.

Culture and Values
Cavlan is more than a state—it is a way of life centered on four founding values:
Faith: Cavlan draws spiritual and philosophical inspiration from Roman Catholic tradition.
Empathy: Respect for individual dignity and compassion guide national policy and civic life.
Freedom: The Empire defends conscience, liberty, and moral autonomy within a sacred legal framework.
Service: Citizens and leaders alike are called to serve the common good with humility and honor.
These values are expressed not only in law and custom, but in art, ceremony, attire, and public life.
Symbols of the Empire
Cavlan’s identity is richly symbolic:
The national anthem, Coronata Luce Divina, invokes divine light and duty.
The flag features yellow and white fields intersected by an inverted cross—a reflection of service and sacrifice.
The coat of arms, supported by red-tailed hawks, signifies vigilance and sacred guardianship.
Imperial Orders, such as the Order of Saint John Paul, honor faith and virtue.
Citizenship and Participation
While small, Cavlan invites its citizens to take part in national life through:
Service in Government
Participation in elections overseen by the Imperial Elections Commission
Upholding and living out Cavlan’s core values in daily life
Cavlan accepts that many of its citizens live in diaspora, and embraces forms of digital integration to remain connected to its people worldwide.
Why Cavlan Matters
Cavlan is not just about mimicry or imagination—it is about meaning. It seeks to demonstrate how identity, leadership, and purpose can be reclaimed through structure, heritage, and principle. In a time when nations often drift from their founding ideals, Cavlan reimagines the relationship between the spiritual and the civic, between tradition and creativity.
It stands as a living example of how even the smallest community can embody a vision larger than itself.
"Determinatio vocat nos" — Determination calls us.
This is Cavlan. Not just a nation, but a calling.
