THE LEGAL CODE OF THE HOLY EMPIRE OF CAVLAN
The Codex Legum Cavlaniensis is the supreme body of statutory law in the Holy Empire of Cavlan. It organizes, preserves, and promulgates the laws and acts enacted by Imperial authority, including legislative decrees, Imperial Orders, and foundational legal charters. As a living document, the Codex evolves with the legal and moral conscience of the Empire, reflecting both tradition and innovation in governance.
The Codex is divided into clearly structured Titles, Subtitles, and Chapters, and Sections, following a formal and accessible format inspired by the United States Code. It includes:
Fundamental Law: Constitutional provisions and the Imperial Charter.
Governmental Structure: Laws concerning the organization and duties of the Imperial Government.
Civil & Individual Rights: Statutes protecting the dignity and liberty of all subjects.
Criminal Law & Justice: Provisions defining offenses, penalties, and judicial process.
Imperial Institutions: Regulations for elections, police, the Orders of Honor, and more.
Municipal & Territorial Law: Statutes governing Cavlan's cities, provinces, and dependencies.
Each section is numbered and categorized for efficient reference, interpretation, and amendment.
The Codex Legum serves as the primary reference for all:
Government officials executing law and policy
Judicial officers interpreting and applying legal standards
Citizens and subjects seeking to understand their rights and obligations
Scholars and historians studying Cavlan's legal and civic evolution
New laws are integrated into the Codex through formal codification, ensuring a coherent and up-to-date legal system. The Codex is maintained digitally and, when necessary, in printed form by the Office of the Keeper of the Codex, under the Ministry of State.
